The looks at two major systems engineering program/project management challenges, communication management and budgetary management, from a performance point of view. Communication management refers to the processes required to ensure timely and appropriate generation, collection, distribution, storage, and arrangement of project information. Effective communication aids in setting objectives, specifying procedures, reporting performance, and coordinating activities. Communication processes discussed are communications planning, information distribution, performance reporting, and administrative closure. A program team organizational structure, along with clear vision and missions, should be designed to produce first-time quality products delivered on schedule at the lowest practical lifecycle cost. The team should be committed to establishing standards of excellence as it proceeds with the program. In addition, every program should be planned and executed based on the work scope, time schedule and budget. Elements of Cost Account budgetary planning and control are defined and described.
