Just estimates
No one knows about the future, one can just take an assumption of the future. The future is not fixed even if the best technique of forecasting is used. But forecasting is just an estimation of the future. No one can get 100% success in the prediction of future incidents. Therefore, even the best-laid plans may fail. This consistently remains one of the greatest limitations of the forecasting.
